Amends the Michigan election law (1954 PA 116) to establish purposes for a statewide qualified voter file system for local, state, and federal elections.

Aims to enhance election administration uniformity, increase efficiency, and reduce costs of maintaining voter registration files while implementing the National Voter Registration Act of 1993.

Establishes a single statewide qualified voter file to ensure each citizen appears only once, compiled from state files that verify identity and residence.

Defines "designated voter registration agency" as an office designated to perform voter registration activities in Michigan.

Effective date of February 13, 2019, contingent upon passage of Senate Bills 425, 427, 428, and 429.
