Persons who register to vote by mail or electronic application must vote in person and provide identification under federal Help America Vote Act requirements if they have not previously voted in person in Michigan.

Exempts from the in-person voting requirement those who registered in person, are eligible for absentee voting under the Uniformed and Overseas Citizens Absentee Voting Act, have a disability (or are 60 years or older for in-person voting), or are entitled to vote by other means under federal law.

Allows Michigan to prosecute violations of state election law that also violate federal election or voting rights laws.

Takes effect February 13, 2019 (90 days after enactment on November 15, 2018), contingent on concurrent enactment of Senate Bills 425, 426, 427, and 429.
