Amends the Michigan veterans' facility ombudsman law (2016 PA 198) to modify definitions and scope of the office's authority.

Expands the definition of "Michigan veterans' facility" to include any facility for the care of veterans constructed or established by the state after the effective date of this amendment, in addition to existing facilities established under 1885 PA 152.

Defines "complainant" to include resident veterans, family members of resident veterans, legal guardians, individuals with power of attorney for resident veterans, and state legislators who file complaints.

Defines key terms including "administrative act," "department," "ombudsman," and "resident veteran" to clarify the scope and operations of the ombudsman office.

Effective immediately upon the Governor's signature on December 19, 2018.
