Creates the Michigan craft beverage council fund within the state treasury to receive money from any source and retain interest earnings without lapsing to the general fund.

Allocates up to $80,000 annually from the fund for the Department of Agriculture and Rural Development to administer grants, with at least 50% of remaining funds directed to craft beverage grants.

Redirects all license and renewal fees (except retail and wholesale vendor fees) to the Michigan craft beverage council fund, transferring any existing money from the former grape and wine industry council account to the new fund.

Requires quarterly payments to local law enforcement of 55% of retail license fee proceeds for enforcement, with 41.5% going to the commission and 3.5% to alcoholism prevention and treatment programs.

Takes effect October 1, 2018, contingent upon enactment of House Bill 4667.
