Removes requirement that school boards comply with sections 1230 and 1230a when employing uncertified counselors, eliminating a constraint on hiring non-teachers for counseling roles.

Adds professional development requirements for school counselor credential renewal: counselors must complete at least 25 hours in college preparation and selection counseling and at least 25 hours in career counseling (including skilled trades and industry credentials) beginning 2 years after the bill's effective date.

Requires the Department of Education to develop and approve professional development standards by December 1, 2017, in consultation with the Department of Talent and Economic Development, school counselors, college admissions professionals, financial aid officers, and employers.

Allows counselors to complete required professional development hours through their school district, intermediate school district, or nonpublic school if the content is approved by the department.

Takes effect 90 days after enactment into law.
