Amends the Highway Advertising Act of 1972 to change the condition for outdoor advertising restrictions from "where" to "if" the sign facing is visible from interstate highways, freeways, or primary highways.

Allows religious organization signs and nonprofit organization signs to be erected within highway rights-of-way if the department determines in its discretion that erection of the sign is safe.

Requires signs visible from multiple state highways or public roads to comply with outdoor advertising requirements for each highway and road from which they are visible.

Takes effect 90 days after enactment.
