Establishes the "Human Right to Water Act" recognizing each individual's right to safe, clean, affordable, and accessible water for human consumption, cooking, and sanitary purposes.

Requires all state departments and agencies to revise, adopt, or establish policies, regulations, and grant criteria establishing water affordability criteria to further this right.

Limits state obligations by clarifying the act does not expand the state's obligation to provide water or require expenditure of additional resources for water infrastructure beyond existing obligations under the bill.

Applies only to water supplies for individuals and not for new development in Michigan.

Does not infringe on the rights or responsibilities of any public water system in the state.
