Amends the definition of "foster family home" in Michigan's child care licensing law to exclude children hosted in the private home under the Safe Families for Children Act from the fostering definition.

Modifies the definition of "foster family group home" to similarly exclude children hosted under the Safe Families for Children Act, allowing these homes to serve more children without triggering foster home licensing requirements.

Defines "child care staff member" to include individuals 18 years or older employed by or with unsupervised access to children in licensed child care facilities, including contract employees and licensee designees.

Establishes definitions for various child care facility types including child care centers, group child care homes, family child care homes, and children's therapeutic group homes, with specific capacity and operational requirements for each.

Effective March 20, 2019, contingent upon concurrent enactment of Senate Bills 490, 797, and 798 of the 99th Legislature.
