Amends the definition of "foster care" in the Michigan foster care and adoption services act to exclude delegations of parental or guardian powers under a properly executed power of attorney under the safe families for children act.

Adds new definitions to section 2 of 1994 PA 203, including terms for adoptee, adoption attorney, adoption facilitator, agency placement, direct placement, preplacement assessment, and supervising agency.

Clarifies that "sibling" includes children related through birth or adoption by at least one common parent, and incorporates definitions from American Indian or Alaskan native tribal codes or customs.

Takes effect 90 days after enactment (March 20, 2019), contingent on passage of Senate Bills 489, 797, and 798 in the 99th Legislature.
