Requires the filing office to send an image of filed records showing the assigned number, date, and time of filing, or alternatively note this information on a copy provided by the filer.

Mandates the filing office communicate acknowledgment of non-written records that includes the record information, assigned number, and filing date and time.

Authorizes any person to request information about financing statements on file, including whether statements exist for a particular debtor, filing dates and times, and the information contained in each statement.

Requires the Secretary of State to sell or license records filed under this part in bulk to the public on a nonexclusive basis by January 1, 2018, at a subscription fee of $500.00 per month.

Specifies the filing office must comply with acknowledgment and information request duties within 2 business days for filing offices described in section 9501(1)(b).
