Amends Michigan's vehicle code (MCL 257.649) to clarify right-of-way rules at intersections with malfunctioning traffic control signals.

Requires drivers to stop at a marked stop line, crosswalk, or intersection entrance when traffic signals exhibit no lights, fail to clearly indicate right-of-way assignment, or are otherwise malfunctioning.

Mandates drivers yield to all vehicles in the intersection or approaching on intersecting roads that would constitute an immediate hazard, and exercise ordinary care while proceeding.

Exempts flashing yellow traffic signals and school zone signals that flash yellow only during prescribed times from the malfunctioning signal provisions.

Violation of the right-of-way rules constitutes a civil infraction; effective July 23, 2018.
