Creates the northern Michigan regional tourism and sports fund within the state treasury to receive $1,900,000 annually from fiscal years 2017-2018 through 2026-2027.

Requires $1,900,000 each fiscal year to be distributed to the northern Michigan regional tourism and sports fund after distributions under section 1, but before distributions under section 10, of the State Convention Facility Development Act.

Directs the Department of Treasury to expend money from the northern Michigan regional tourism and sports fund to the Great Lakes Sports Commission for development or improvement of facilities or events promoting tourism and recreation in northern Michigan, upon appropriation.

Specifies that money remaining in the northern Michigan regional tourism and sports fund at the close of each fiscal year shall remain in the fund and not lapse to the general fund, except that money remaining on September 30, 2028 shall lapse to the convention facility development fund.

Preserves existing distributions to qualified local governmental units for convention facility bonds, obligations, and indebtedness, ensuring the new fund does not impair those obligations.
