Amends the Management and Budget Act to require the department to maintain records management standards, procedures, and techniques across state agencies.

Requires the director to issue directives to all state agencies establishing a database security breach policy effective by October 1, 2017.

Upon discovering a database security breach in a state agency database, the department must assist affected residents in obtaining documentation to restore credit and pay necessary credit restoration expenses subject to available funds.

Mandates the department provide notice within 72 hours of a discovered data security breach to each state representative and senator representing affected persons.
