Creates a voluntary pesticide notification registry maintained by the Department of Environmental Quality for individuals with medically documented conditions requiring advance notice of lawn and ornamental pesticide applications on adjacent or nearby properties.

Registry covers pesticide applications on properties adjacent to or within a physician-recommended distance (up to 100 feet) from an individual's primary residence, with notification provided by the registrant's preferred method.

Exempts pesticide applications applied only on or within 10 feet of structures for pest prevention, destruction, repulsion, or mitigation from notification and yard marker requirements.

Defines "adjacent to" as sharing a common boundary line or property corner, or being located directly across an undivided road, stream, or right-of-way.

Effective date is September 27, 2018 (90 days after enactment on June 29, 2018).
