Establishes annual reporting requirement for the Michigan Natural Resources Trust Fund, including revenues, expenditures, interest and earnings, investment performance, and appropriations information submitted to relevant legislative committees.

Requires the Governor's designee, State Treasurer's designee, Senate Majority Leader's designee, House Speaker's designee, and one board member to meet by December 1 each year and develop consensus recommendations on funding allocations for land acquisitions, recreation facility development, fund administration, and reserves.

Adds preferences in land acquisition prioritization for projects supported by local unit of government resolutions and recreational trails connecting downtown areas of cities and villages.

Prohibits the board from including land acquisitions where sellers were harassed, intimidated, or coerced by the Department of Natural Resources, local units of government, or conservation organizations.

Requires the board to provide individual scoring for each parcel recommended for acquisition and include legal descriptions, estimated costs, and assessed values in its annual list to the legislature.
