Prohibits persons from blocking, obstructing, or impeding vehicular or pedestrian traffic on public streets or highways without authority using barricades, objects, devices, or their person.

Exempts charitable or civic organizations from traffic obstruction laws when soliciting contributions during daylight hours if they meet specified requirements including maintaining $500,000 in liability insurance, using workers age 18 or older, and requiring high-visibility safety apparel meeting International Safety Equipment Association standards.

Restricts solicitation activities to intersections with traffic control devices that are not in work zones.

Allows local governments to enact regulations restricting (but not prohibiting) roadway solicitation by charitable organizations, and requires existing prohibitive regulations to comply with these standards by September 25, 2017.

Expands the definition of "charitable or civic organization" to include nonprofits qualified under Internal Revenue Code sections 501(c)(3), 501(c)(4), or 501(c)(8), and veterans' organizations with tax-exempt status.

Violations are civil infractions, and local governments and road authorities are not liable for claims arising from permitted solicitation activities.
