Expands the definition of "local unit of government" to include school districts, intermediate school districts, community college districts, public libraries, local authorities created under state law, and other political subdivisions, in addition to cities, villages, townships, and counties.

Prohibits all local units of government from imposing special taxation, enacting ordinances, or regulating in any manner the ownership, registration, purchase, sale, transfer, transportation, or possession of pistols, firearms, pneumatic guns, ammunition, and firearm components, except as provided by federal or state law.

Provides an exception allowing school district boards and intermediate school district boards to adopt and enforce policies regarding student possession of pistols, firearms, or pneumatic guns within their respective districts.
