Amends Michigan's criminal sentencing guidelines (MCL 777.11b) to add or modify felony classifications and statutory maximum sentences for various crimes.

Adds violation of the special police agency act (MCL 28.332) as a Class F felony with a 4-year statutory maximum penalty.

Establishes sentencing guidelines for identity fraud offenses including false representation to obtain or misuse personal information (MCL 28.295a) with penalties ranging from 4 to 15 years depending on offense number.

Adds sentencing guidelines for firearm-related offenses including violations on pistol licenses, concealed firearm permits, and consumer fireworks certificates.

Takes effect 90 days after enactment only if Senate Bill 594 of the 99th Legislature is enacted into law.
