Amends Michigan's Revised Judicature Act to establish liability for makers of dishonored checks, including the check amount, any fees charged by the payee's financial institution, processing fees, and damages.

Sets two-tier payment structure: if maker pays within 7 days of demand notice, processing fee is $25.00; if paid within 30 days, processing fee increases to $35.00.

Requires payees to send written demand for payment by first-class mail with specific statutory language that must indicate the reason for dishonor (insufficient funds or no account) and warn of potential civil action.

If maker fails to pay and loses civil action, liable for check amount, financial institution charges, damages equal to 2 times the total of those amounts (or $100, whichever is greater), and $250 in costs.

Allows actions to be brought in small claims division of district court; effective 90 days after enactment.
