SB-0609 Summary

• Reduces driver responsibility fees in phases, eliminating collection of point-based fees (subsection 1) beginning October 1, 2019, and violation-based fees (subsection 2) beginning October 1, 2019.

• Implements a phased reduction schedule: subsection 1 fees reduced to 75% (October 1, 2015), 50% (October 1, 2016), 25% (October 1, 2018), then eliminated; subsection 2 fees reduced through similar phases with varying percentages by violation date.

• Forgives outstanding driver responsibility fees that have been unpaid for 6 years or more as of September 30, 2018, and individuals are no longer liable for such fees or required to complete community service.

• Establishes a fire protection fund and allocates the first $8.5 million in annual driver responsibility fee collections to the fund, with subsequent amounts distributed to state departments for program administration and implementation costs.

• Limits Secretary of State reinstatement of driving privileges to one time when an individual establishes an installment payment plan, with suspension if payments fail or community service is not completed within 45 days.
