Reduces driver responsibility fees assessed for accumulating 7 or more points on a driving record, with fees phased down to zero beginning October 1, 2019.

Reduces fees for violations listed in subsection (2)(a) and (b), eliminating them entirely for violations occurring on or after October 1, 2019.

Allocates the first $8,500,000 collected annually from driver responsibility fees to the fire protection fund for fire protection grants to local governments with state-owned facilities.

Allows individuals to pay fees through installment plans not exceeding 24 months or perform community service as an alternative to payment.

Suspends driving privileges for individuals who fail to pay assessments, establish payment plans, or complete required community service within specified timeframes.
