• Individuals accumulating 7 or more points on driving records within 2 years are assessed a $100.00 driver responsibility fee, with an additional $50.00 per point above 7, collected annually by the Secretary of State.

• Specific serious violations (manslaughter, DUI, hit-and-run, fleeing police) trigger $1,000.00 annual fees for 2 consecutive years; other violations trigger $500.00 annual fees for 2 consecutive years.

• The Secretary of State may authorize installment payment plans up to 24 months or individuals may perform community service under section 732b as alternatives to direct payment.

• Driver responsibility fees are phased down between October 2015 and October 2019, ultimately eliminating fees for point-based violations by October 1, 2019, and serious violation fees by October 1, 2019.

• Collected fees are allocated to the fire protection fund ($8.5 million annually), Department of State expenses (up to $1 million annually), and any remainder to the general fund; individuals with suspended licenses may reinstate if otherwise compliant.
