Amends Michigan's sex education requirements to emphasize abstinence as the only 100% effective protection against unplanned pregnancy and sexually transmitted infections, and changes terminology from "sexually transmitted disease" to "sexually transmitted infection."

Requires sex education curriculum to be age-appropriate and medically accurate, covering abstinence benefits, emotional/economic/legal consequences of sex, refusal skills, personal responsibility, and healthy relationships.

Mandates instruction on affirmative consent, including that consent must be affirmative, conscious, voluntary, ongoing, and revocable at any time; silence and lack of protest do not constitute consent.

Requires instruction on sexual assault and dating violence prevention, including bystander intervention concepts and creating school environments where such violence is unacceptable and victims receive support.

Establishes that by September 1, 2020, instruction on sexual assault and dating violence must be delivered by either trained community-based service providers or qualified health teachers who complete 6 hours of specialized training developed by the Michigan Domestic and Sexual Violence Prevention and Treatment Board.
