Reduces driver responsibility fees for accumulating 7+ points on driving record, phasing out completely by October 1, 2019, with interim reductions of 75% (October 1, 2015), 50% (October 1, 2016), and 25% (October 1, 2018).

Reduces driver responsibility fees for specific serious violations from $1,000 and $500 annually, phasing out the second year fee by October 1, 2016, and eliminating all such fees by October 1, 2019.

Eliminates driver responsibility fees for operating without vehicle insurance (section 904) and driving without a valid license (section 301) beginning October 1, 2015.

Expands alternatives to fee payment by allowing individuals to complete 10 hours of community service or workforce training instead of paying fees, removing the 45-day completion deadline and allowing one opportunity per fee with possible withdrawal for good cause.

Modifies fund distributions so first $8.5 million of collected fees go to fire protection fund, with remaining amounts going to Department of State for vehicle code administration beginning fiscal year 2017.
