Adds exemption for interstate motor carriers of passengers operating under a USDOT-FMCSA certificate of authority that provide multistate regular route service passing through Michigan, unless the department requires compliance as a condition of financial assistance.

Exempts motor carriers operating motor vehicles solely for transporting passengers to and from funerals from regulation under the motor bus transportation act.

Exempts motor carriers that operate employer-owned or leased vehicles used only to transport employees to and from their workplace.

Maintains existing exemptions for public transit authorities, school buses, nonprofit corporations providing restricted membership or state-funded services, and other specified motor carriers.

Effective date is September 27, 2018 (90 days after enactment on June 29, 2018).
