Designates the Office of Rail within the State Transportation Department as the state safety oversight entity responsible for supervising covered rail fixed guideway public transportation systems in Michigan under federal law 49 USC 5329.

Grants the oversight entity powers to inspect rail transit properties without notice, audit for safety and security compliance, investigate accidents and hazards, and require corrective action plans from operators.

Authorizes the oversight entity to compel operators to mitigate safety hazards through administrative or court proceedings and to prevent operation of unsafe rail systems or segments.

Requires the state safety oversight entity to be legally and financially independent from covered rail fixed guideway public transportation systems, with rail operators prohibited from funding oversight activities.

Effective date: June 12, 2018 (90 days after enactment on March 13, 2018).
