SB-0650 Summary

• Replaces the "JET program" with the "PATH program" throughout the Family Independence Program statutes, changing oversight from the Michigan Economic Development Corporation to the Workforce Development Agency.

• Expands "good cause" exemptions for child support cooperation requirements to include instances where the child was conceived through nonconsensual sexual penetration or criminal sexual conduct as defined in Michigan Penal Code sections 520a-520e and 520g.

• Requires the department to include information in assistance application materials explaining that applicants can be excused from paternity establishment and child support requirements if good cause exists, including domestic violence, child abuse, or sexual assault circumstances.

• Changes terminology from "substance abuse" to "substance use disorder" throughout the statute regarding treatment obligations for recipients failing to meet compliance goals.

• Takes effect 90 days after enactment.
