Requires Department of Environmental Quality to submit draft proposed rules to the committee for review against criteria including statutory compliance, scientific basis, clarity, and proportionality of burden before holding public hearings.

Establishes a 35-day review period for the committee to approve draft rules, request additional review, or reject them; allows up to 90-day extensions and requires the department to address committee concerns.

Mandates the department hold a public hearing on environmental rules only after committee approval or if the committee fails to make a determination within specified timeframes.

Requires the office to transmit final approved rules to the Environmental Rules Review Committee within 1 year of the last public hearing, with legislative certificates of approval.
