Designates program participants as automatically qualifying for absent voter status and requiring them to vote only by absent voter ballot while enrolled in the program.

Modifies poll lists and poll books to show only a program participant's name and a notation instructing election inspectors to contact the city or township clerk for processing instructions.

Requires absent voter ballots for program participants to be mailed to designated addresses provided by the Department of the Attorney General rather than their registration addresses.
