Prohibits the Department of Education, CEPI, school districts, intermediate school districts, public school academies, and authorizing bodies from selling pupil education records or personally identifiable information to for-profit entities.

Requires the Department and CEPI to post on their websites by April 2, 2017 a complete inventory of all pupil data elements they collect, with descriptions of each element.

Mandates at least 30 days' notice before collecting any new pupil data elements beyond those already disclosed, including explanation of reasons for the proposal.

Requires schools to disclose to parents within 30 days of written request all specific data fields disclosed, names and contact information of recipients, and reasons for disclosure, at no charge.

Establishes parental opt-out procedures allowing parents to prevent disclosure of their child's directory information for specific uses identified by their school, with opt-out forms presented within the first 30 days of each school year.

Protects confidential addresses of pupils enrolled in the address confidentiality program operated by the Department of Attorney General from disclosure by educational entities.
