Amends the Animal Industry Act to establish animal care standards for gestating sows, calves raised for veal, and egg-laying hens, prohibiting confinement that prevents animals from lying down, standing up, fully extending limbs, or turning around freely.

Provides exemptions from confinement restrictions for scientific research, veterinary treatment, transportation, rodeos and fair exhibitions, slaughter, and for gestating sows during the 7 days before giving birth.

Delays implementation for egg-laying hens until October 12, 2025, and for gestating sows until April 1, 2020; immediately applies restrictions to calves raised for veal.

Creates a new section 47 prohibiting the sale of shell eggs within Michigan starting October 12, 2025, if produced by hens confined on farms not complying with section 46 standards; includes a good faith defense for businesses relying on supplier certifications.

Authorizes the Department of Agriculture and Attorney General to bring civil actions for injunctions to enforce violations; excludes application of criminal penalties from section 44; requires the department to promulgate implementing rules and fee collection procedures by October 12, 2023.
