Expands the definition of "bona fide member" for club liquor licenses to include members of other branches or chapters of national veterans' organizations or congressionally chartered veterans' organizations who possess valid membership identification.

Extends bona fide member status to members of other branches, chapters, lodges, or local units of national fraternal nonprofit associations exempt from federal income taxes under IRC sections 501(c)(8) or 501(c)(10) who possess valid membership identification.

Allows chapters of national organizations with 10 or more years of licensure to apply for a club license without the standard 2-year existence requirement.

Maintains existing requirements for public notice of initial license issuance, annual member roster filings, and restrictions on compensation from alcoholic liquor sales.

Effective date: July 4, 2018 (90 days after enactment on April 2, 2018).
