Exempts farm vehicle drivers from federal commercial motor vehicle regulations including employment applications, medical examinations, road tests, and hours of service requirements for intrastate transportation.

Exempts self-propelled farm implements and implements of husbandry from the act's provisions for intrastate transportation.

Exempts employees of public utility, telephone, and cable television companies from driver qualification requirements when not regularly employed as drivers and not operating commercial motor vehicles.

Permits vehicles with combined gross weight of 26,000 pounds or less to use surge brakes for intrastate operation, except those transporting hazardous materials or designed for more than 8 passengers.

Limits intrastate operators engaged in seasonal construction activities to 70 hours on duty per 7 consecutive days or 80 hours per 8 consecutive days, and maximum 12 hours of operation or 16 hours on duty per day.
