Requires school districts and intermediate districts to post annual operating budgets, budget revisions, and detailed expenditure summaries on their websites within 15 days of board adoption.

Mandates public disclosure of collective bargaining agreements, health care benefit plans, audit reports, health care benefits bidding information, procurement policies, reimbursement expense policies, accounts payable records, superintendent and high-earning employee compensation packages, and association dues and lobbying expenses.

Requires districts to report per-pupil virtual learning costs by vendor type, including breakdowns for content development, licensing, training, instruction, personnel, hardware/software, and provider payments.

Establishes annual audit requirements for district financial and pupil accounting records, with biennial field audits allowed for qualifying small districts with stable enrollment and low error rates.

Authorizes the department to withhold all state school aid if districts fail to comply with financial reporting, disclosure, and audit requirements, with forfeiture of withheld funds if compliance is not achieved by fiscal year end.
