SB 682 Summary

• Replaces outdated "Michigan education assessment program (MEAP)" references with "student test of educational progress (M-STEP)" for assessing student performance in public school academies, urban high school academies, schools of excellence, and strict discipline academies.

• Prohibits educational management organizations from contracting with charter schools if they have business affiliations with charter school developers, their owners, or relatives; also prohibits management organizations whose staff recently served on academy boards from contracting with new academies within a 2-year period.

• Adds new contract requirements mandating that educational management organizations must be prohibited from doing business with charter school developers and that academies cannot employ individuals in multiple full-time positions while paying full-time rates for each position.

• Establishes expedited enforcement procedures requiring schools to comply with contract violations within 30 days of written notice or face automatic contract revocation at the end of the school year for violations related to educational management organization restrictions.

• Takes effect 90 days after enactment and applies to public school academies, urban high school academies, schools of excellence, and strict discipline academies across the state.
