SB-0683 Summary

• Converts acupuncture regulation from registration to licensure system, effective upon promulgation of rules by the Department of Health and Human Services within 12 months of enactment.

• Establishes minimum standards for acupuncture licensure including education, training, and experience requirements; allows grandfather licensing for registered acupuncturists for up to 12 months after rules become effective.

• Creates 13-member Michigan Board of Acupuncture consisting of 7 acupuncturists, 3 physicians (at least 1 trained in acupuncture), and 3 public members.

• Defines acupuncture practice and related techniques (dry needling, cupping, moxibustion, herbal medicine, etc.) while carving out exemptions for other licensed practitioners and physicians with 300+ hours of systematic acupuncture education.

• Requires continuing education for license renewal based on National Certification Commission for Acupuncture and Oriental Medicine standards; contains no mandate for insurance reimbursement or workers' compensation coverage.
