Replaces "shall" with "must" throughout Section 3 of the Open Meetings Act for clarity and consistency in legislative language.

Clarifies that the right to tape-record, videotape, broadcast live on radio, and telecast live on television public meetings does not require prior approval from the public body.

Changes the provision allowing persons to address public meetings from "shall be permitted to" to "may address," giving public bodies discretion to establish rules for public comment.

Adds two new exemptions to the Open Meetings Act: financial management teams created under the Local Financial Stability and Choice Act (2012 PA 436) and the Local Government Retirement Stability Board.

Removes the phrase "in order" from the provision allowing public bodies to establish reasonable rules to minimize disruption at meetings.
