Amends the Hertel-Law-T. Stopczynski port authority act to revise definitions of "port facilities" and "project," excluding bridges and tunnels from port authority jurisdiction.

Removes the authority's power of condemnation to acquire property, and modifies language regarding property acquisition to purchase or lease only.

Expands port authority powers to include public-private partnerships for authorities created before the effective date, and clarifies the executive director position as the chief executive officer.

Adds new Section 16a restricting revenue bond issuance: authorities cannot finance non-authority-owned projects unless located within 5 miles of commercially navigable waters providing access to port facilities within the authority's jurisdiction.
