Changes the penalty rate for wage and fringe benefit violations from 10% annually to 100% annually, calculated from when an employer is notified of a complaint until payment is made.

Increases the maximum exemplary damages for flagrant or repeated violations from 2 times to 3 times the amount of wages and fringe benefits owed to the employee.

Increases the maximum civil fine for violations of the wage payment act from $1,000 to $10,000.

Requires fringe benefits be paid "pursuant to the written contract or written policy" rather than "in accordance with the terms set forth in" such documents.

Takes effect 90 days after enactment into law.
