Amends section 35317 of the Natural Resources and Environmental Protection Act to modify variance and special exception criteria for critical dune areas in Michigan.

Requires that primary consideration be given to protecting human health and safety and ensuring compliance with local zoning and applicable state and federal laws when determining if practical difficulty warrants a variance or special exception.

Establishes that variances and special exceptions shall be denied if the use would significantly damage the public interest through significant and unreasonable depletion or degradation of critical dune areas' diversity, quality, or functions.

Creates a streamlined process for public entities to obtain special exceptions for view access from lawful parking lots on public land that existed as of July 5, 1989, if the local governing body adopts a resolution demonstrating the project meets applicable criteria.

Takes effect 90 days after enactment and requires local units of government to file annual reports documenting variances granted for non-special use projects.
