• Prohibits public school employers from bargaining over 16 specified subjects including school calendar, insurance carriers, performance evaluations, technology decisions, and teacher placement.

• Requires exclusive bargaining representatives to annually file independent examiner verification of expenditures attributed to collective bargaining, contract administration, and grievance adjustment costs with the state.
