Amends the Motor Carrier Safety Act of 1963 to adopt hazardous materials regulations found in 49 CFR parts 105-180, with exceptions for agricultural products that qualify for exemptions under federal law.

Adopts motor carrier safety regulations from 49 CFR parts 40, 356, 365, 368, 371-373, 375-376, 379, 382-383, 385, 387, 390-393, and 395-399, with modifications replacing federal agency references with Michigan Department of State Police and State Transportation Department.

Exempts buses operated by public transit agencies, metropolitan transportation authorities, and certain nonprofit corporations organized under specified Michigan statutes from the adopted regulations.

Excludes vehicles that are not commercial motor vehicles operating in intrastate commerce from certain hazardous materials and motor carrier safety requirements, though they remain subject to driver qualification and vehicle inspection standards under 49 CFR parts 391-393.

Defines "hazardous material vehicle inspection or repair facility" as commercial enterprises performing inspections, certifications, testing, or repairs on hazardous materials transport vehicles, and "medical examiner" according to federal regulations.
