Amends Michigan Penal Code sections 282 and 383a to create reduced penalties for tampering with water utility lines specifically to avoid water service shutoffs due to inability to pay.

First offense for water utility tampering becomes a state civil infraction with possible community service (up to 100 hours) instead of criminal charges.

Second offense remains a state civil infraction with a fine not exceeding $500.00.

Third or subsequent offense is a misdemeanor punishable by fine not exceeding $1,000.00.

All other utility tampering violations retain existing criminal penalties (misdemeanor if damage under $500, felony if over $500 for section 282; felony up to 5 years imprisonment or $5,000 fine for section 383a).
