Allows cosmetology students to perform shampoo services without a license if enrolled in a cosmetology school and have completed at least 350 hours of instruction in general cosmetology curriculum.

Requires cosmetology establishments employing student shampoers to obtain written verification from the school on official letterhead confirming the student's enrollment, completion of required hours, and expected graduation date.

Permits students to continue shampooing services for 30 days after their scheduled graduation date without obtaining a license.

Requires establishments to maintain employment records for at least 3 years, ensure a licensed cosmetologist is present during student shampooing services, and restrict students to shampoo services only.

Effective date: March 19, 2019 (90 days after enactment on December 19, 2018).
