Exempts security alarm system providers and contractors from needing electrical permits or licenses when installing, maintaining, replacing, or servicing security alarm systems.

Defines "business monitoring system" as a device under 50 volts allowing remote monitoring through audio, video, or sensor detection, excluding fire and life safety systems.

Defines "home monitoring system" as a device allowing remote monitoring and control of home environment including temperature, lighting, doors, and locks.

Defines "low-voltage electric fence" as an alarm system in nonresidential locations powered by commercial battery not exceeding 12 volts and meeting international electrotechnical commission standards.
