Exempts installation, maintenance, replacement, or servicing of electrical wiring for business monitoring systems, home monitoring systems, and low-voltage electric fences from construction permit requirements when performed by qualified providers.

Defines "business monitoring system" as a device operating at less than 50 volts allowing remote monitoring of business premises through audio, video, or sensor detection, excluding fire alarm and life safety systems.

Defines "home monitoring system" as a device allowing individuals to remotely monitor and control their home environment including temperature, humidity, lighting, doors, and locks.

Restricts low-voltage electric fences to nonresidential zones with energizers powered by commercial storage batteries not exceeding 12 volts and electric charges meeting IEC 60335-2-76 standard specifications.

Requires low-voltage electric fences to display bilingual warning signs at 60-foot intervals, be completely enclosed by a nonelectric fence or wall, and restrict access through secured openings or approved key boxes for emergency access.
