Creates a training program by the 2018-2019 school year for grades 9-12 students from underrepresented groups interested in teaching careers.

Requires the department to establish nomination/admission processes, advertise the program, and invite postsecondary teacher preparation programs to participate.

Mandates annual conferences in geographically convenient locations and provision of research and resources on recruitment, teacher certification, and employment.

Provides participating students with annual stipends of up to $500 for up to 4 school years.

Requires students to repay the entire stipend for the current school year if they fail to attend required conferences or violate program rules.
