Requires school districts, intermediate school districts, and public school academies to provide one-time bonuses to new certificated teachers based on the percentage of students eligible for free or reduced-price lunch: $3,000 (50-59%), $4,000 (60-69%), or $5,000 (70% or higher).

Authorizes a one-time moving cost allowance of up to $1,000 for new teachers hired after the bill's effective date who teach in schools with at least 50% of students eligible for free or reduced-price lunch and who relocate into the school district.

Exempts school districts, intermediate school districts, and public school academies from compliance with bonus requirements if an existing collective bargaining agreement prevents compliance, until after that agreement expires.

Requires the state department to reimburse schools for costs incurred under this section, subject to legislative appropriation.

Takes effect 90 days after enactment.
