Establishes a teacher of the year program that selects teachers by prosperity region, with the program to be established by April 1, 2018.

Selects teachers of the year beginning in the 2018-2019 school year: 1 teacher from regions with populations under 1,000,000; 2 teachers from regions with populations between 1,000,000 and 2,000,000; and 3 teachers from regions with populations of 2,000,000 or more.

Designates one selected teacher as the spokesperson for all teachers of the year and nominates that teacher for a national teacher of the year award.

Requires selected teachers to attend monthly state board meetings and travel to state and national events.

Provides each selected teacher with a $1,000 award for professional development, further accreditations, or classroom needs.
