Creates the Michigan Teacher Council within the department, composed of 12 members including teacher preparation program participants, public school teachers, school management representatives, education researchers, and a school district superintendent.

Appoints council members through various channels: governor appoints 2 teacher prep students; majority/minority leaders of both chambers and legislature appoint 4 public school teachers; superintendent appoints 2 teachers from lists submitted by Michigan Education Association and American Federation of Teachers; state board appoints 3 members representing school management, nonprofit education research organizations, and a school district superintendent.

Members serve 4-year terms with staggered initial terms (5 members for 1 year, 5 for 2 years, 1 for 3 years); council meets at least quarterly and conducts business in compliance with Michigan's open meetings and freedom of information acts.

Council provides feedback to the superintendent, state board, and legislature on teacher recruitment, preparation, and retention initiatives; offers guidance on best practices for developing the teaching profession including preparation and compensation.

Members serve without compensation but may be reimbursed for actual and necessary expenses; act takes effect 90 days after enactment.
